Summary: The Baltimore City Department of Social Services (BCDSS) intends to acquire a single contractor to provide transitional shelter, and human services for single adults (male and female) in Baltimore City. An array of services is needed to help these individuals capitalize on personal strengths, develop coping strategies and skills to deal with deficits, and develop a supportive environment in which to function as independently as possible. Transitional shelter service needs include overnight accommodations for a maximum 30-day stay with a possible 30-day extension (10 beds exclusively for BCDSS use on a fulltime basis for men and women), meals and linens. Human service needs include the continuity of care to customers from the time of entry throughout the course of the shelter placement with community reintegration being emphasized comprised of the following major components: 24-hour support and supervision, including crisis management or individual counseling; referrals to community resources; and brokerage of services (i.e. health, education and substances abuse treatment). It is anticipated that the contract resulting from this RFP will be for a three-year period beginning on or about July 1, 2009 and ending on or about June 30, 2012.
